So evidently no-one can do anything without rule of law. But what comes first that rule or the conditions in which it ca be applied ???? Any thoughts anyone.</description>

		<description>Thanks Juliet. COINS Foundation have certainly set themselves a challenge in Zambia but a very worthwhile one, as you say the principle is easy it just needs a community of commitment both here and in Zambia to build the capacity to carry it through.</description>

		<description>I think the key word that Maggie used is relationship.  A relationship of paid employment is fundamentally different from a relationship of voluntary participation.  A relationship of voluntary participation has qualities of freedom, choice, willingness and equality that could be destroyed by any form of direct payment.</description>
